On August 14, 2025, the Central African capital hosted the second national workshop to present the results and follow up on the activities of the Observatory of Abnormal Practices on Central African Corridors (OPA-AC). The Cameroon-European Union Partnership Support Unit was represented by its Infrastructure Expert, Ms. Winnie Zambo.

At the end of the workshop, the participants made recommendations, taking into account the results of the OPA 2023 and 2024 surveys.

These recommendations are addressed to:

CEMAC

  • Harmonize weighing in ports and on corridors.

  • Improve the regulation of freight transport through better supervision of the activities of land freight management organizations, particularly with regard to freight distribution.

  • Support the renewal of the aging Central African vehicle fleet.

  • Organize refresher training sessions for Internal Security Force (FSI) officers in charge of road checks operating on the Douala-Bangui corridor.

  • Support drivers' unions in their efforts to raise awareness of good road safety practices.

The Sub-Regional Institute of Statistics and Applied Economics (ISSEA)

  • Propose a new matrix for monitoring and evaluating recommendations, incorporating other indicators and actors in the transit and transport chain.

  • Revitalize the OPA-AC focal points and provide them with adequate working resources.

For the record, as part of the 11th European Development Fund, financed by the European Union, an Observatory of Abnormal Practices (OPA) on the Central African corridors was included in the Regional and National Infrastructure Governance Support Program (PAGIRN).

The Observatory is intended to ensure fluidity on conventional corridors by limiting the number of checkpoints to five on the Douala-N'Djamena corridor and three on the Douala-Bangui corridor.
